Governance Roles and Responsibilities

High Level Decision Makers

This group includes such individuals as the Governor of Mississippi, State level ICCCY members, ISCC members, local judges, superintendents, etc. These individuals/offices will be called upon to identify and assist with the implementation of sustainability activities so that System of Care principles may be widespread in the state of Mississippi, and a state wide System of Care will be established and maintained for years to come.

Governor –  Haley  Barbour

Interagency Coordinating Council for Children and Youth (ICCCY)

Membership - Comprised of Executive Director of each of the child serving State
agencies (i.e., Governor’s office, Division of Medicaid, MS
Families as Allies, Department of Human Services, Department of
Education, Department of Health)

Role - State level, statutorily authorized council charged with the
development of a state wide system of care

Interagency System of Care Council (ISCC)

Membership - Comprised of Middle Management Directors of each of the child serving State agencies (i.e., Governor’s office, Division of Medicaid, MS Families as Allies, Department of Human Services, Department of Education, Department of Health)

Role - Reports to ICCCY
Assist in development of state wide system of care

CoRe Team

Membership - Community stakeholders (including family, youth, service providers, informal 
service providers, physicians, other interested parties…)

Meeting Schedule - Once per month

Activities/Decisions Assigned to- name and logo development, concept mapping, development of logic model, approval of EBP,Continuous Quality Improvement efforts, cultural & linguistic competency efforts, development of strategic plan, prioritizing action steps within strategic plan, evaluation (development, maintenance, & review of data), referral development, intake system, participation on local MAP Teams, participation on ISTs as appropriate, family involvement development, youth involvement development, development & approval of ByLaws, appointing of executive committee & officers, recommend additional community partners, social marketing, inform ICCCY of commUNITY cares issues, events, and outcomes, and other duties as they arise

Multidisciplinary Asessment Planning (MAP) Team Coordinator

Role – Oversees local MAP Team development and maintenance, including, but not limited to gathering information from community members about identification and procurement of needed resources, staffing of participant cases, assistance in the identification and delivery of needed training, modeling of SOC principles in the community, reporting about progress of commUNITYcares to state level MAP team in an effort to build a state wide system of care. Reports to Project Director and CoRe Team

Local (MAP) Teams

Membership – Community members, including, but not limited to, family and youth, who are invested in the betterment of the local community, specifically identifying children and youth with Serious Emotional Disorders and Substance Misuse

Role – Participates on local MAP Team by identifying and procuring needed resources, staffing participant cases, assisting in the identification and delivery of needed training, modeling of SOC principles in their agencies and community, working towards the betterment of children and youth within the counties served. Commits to the process via Interagency Agreement

Meeting Schedule – Once per month or more often if needed

Individualized Service Teams (Wraparound)

Membership – Any member identified by the family and youth as being critical to the success of the youth in meeting his/her goals

Role – Collaborate in a family-driven, youth-guided process that utilizes a strength-based, wrap around approach in identifying and meeting the needs of the youth and family. Take responsibility carrying out identified action steps that are developed with the team during a WRAP meeting

Meeting Schedule – As often as needed

Administrative Team

Role – The administrative team works to fulfill all requirements of the system of care initiative. Each member of the team either leads or participates in a Task Group, and serves as a social marketer for commUNITYcares.
